During World War II the Japanese used balloons to deliver bombs to the United States. They sent these bombs from Japan using the pacific winds.
I do not trust any government to fully care for its citizens. If I lived in the northwest part of North America I would consider taking a month or two to visit someone or take a vacation until I am comfortable knowing no radioactive stuff is coming my way. Radioactive poisoning is not anything to mess with; this could leave you trying to stay healthy for the rest of your life.
This is why I ask others where would you go if you had to leave your house for a short time or if there are major life changing event? Where on the other side of town, another county, next state, or even out of the country? Think about it as you prepare, it is not necessary to plan on going anywhere, but at least keep it in mind as you prepare.
If a person in Japan was prepared, with Potassium Iodide (KI), they would be safe and health now, and working on starting a new life, if they could survive the initial incident. But afterwards they may want to consider sending the family to safety for a month or two until they can figure out what is going on.
